Technical and Vocational Education In view of the usefulness of technical and vocational education, it was recommended to establish a Directorate of Technical Education. پرائمری تعلیم
پرائمری تعلیم کے مقاصد کے حصول کیلئے ضروری ہے کہ پانچ سالہ پرائمری کو رس لازمی قرار دیا جائے۔ دوسرا قدم اس کے بعد ہوگا جس کے تحت آٹھ سال کی تعلیم لازمی قرار دی جائے۔ پانچویں جماعت کے انتقام پر خلیفہ کا امتحان ہو جس کی مدد سے ذہین طلبہ کا انتخاب کیا جا سکے۔ خواتین کو پرائمری سکولوں میں پڑھانے کا کام سونپا جائے لیکن ان کی ملازمت کی شرائط اور سکول کا قانون بہتر بنانے کی ضرورت پر زور دیا گیا۔

خواتین کی تعلیم کوعام کرنے کی ضرورت پر زور دیا گیا تا کہ پرائمری سکولوں میں خواتین اساتذہ کی قلت کو دور کیا جا سکے خواتین کیلئے فنی ادارے کھولنے کی بھی سفارش کی گئی۔ خواتین کی اعلی تعلیم کیلئے بھی ہوم اکنامکس کے شعبے اور کالج قائم کرنے کی سفارش کی گئی۔ – خواتین کے کالجوں میں فائن آرٹ اور کرافٹ کے شعبے کھولنے کی سفارش کی گئی۔ اس کے علاوہ خواتین کو قانون، کامرس، آرٹ، انجینئر تک اور دوسرے پیشہ ورانہ کالجوں میں داخلہ دینے کی سفارش کی گئی۔
